B?ncile mai pot depune doar ast?zi noile

regulamente proprii de creditare la Banca Na?ional? a Romaniei (BNR), conforme

cu ultimele norme ale b?ncii centrale. „B?ncile care nu vor depune pan? la

finele acestei zile norme proprii de creditare vor avea diminuat gradul maxim

de indatorare de la 40% la 35%“, ne-a declarat consilierul guvernatorului BNR,

Adrian Vasilescu. Pentru fiecare banc? in parte, noile norme intr? in vigoare

dup? ce vor fi aprobate de BNR.

 

Aceast? procedur? are o durat? nedefinit?,

deoarece banca central? nu este obligat? s? le valideze intr-o perioad? dat?.

Astfel, urmeaz? o perioad? estimat? de anali?ti la cateva s?pt?mani pan? cand

BNR va aproba noile m?suri.

 

?inta noilor reguli: reducerea consumului

 

Inten?ia BNR este ca prin noile norme de

creditare s? scad? consumul. Un alt motiv pentru introducerea normelor l-au

reprezentat criza financiar? mondial? ?i necesitatea de a proteja sistemul

bancar romanesc de efectele acesteia. Peste Ocean, criza care acum are efecte

dezastruoase in toat? lumea a izbucnit deoarece institu?iile de creditare le-au

permis unor clien?i s? se indatoreze peste puterile lor financiare. Creditul de

consum este principala ?int? a noilor norme, deoarece alimenteaz? infla?ia, are

un impact major in deficitul de cont curent ?i expune popula?ia la un risc

major, spun anali?tii. Reducerea consumului inseamn? infla?ie in sc?dere,

situa?ie care ii permite b?ncii centrale s? nu mai apeleze cu prec?dere la

principala parghie dezinfla?ionist?, majorarea dobanzii de politic? monetar?,

care este ?i a?a la un nivel ridicat acum, de 10,25%.

 

La inceputul verii, guvernatorul BNR, Mugur

Is?rescu, declara c? „viteza de cre?tere a imprumuturilor, in special a celor

in valut?, acordate popula?iei este foarte riscant? atat pentru b?nci, cat ?i

pentru macroeconomie“.

 

Costurile „ascunse“ ar putea disp?rea

 

In conformitate cu noile norme BNR, b?ncile

vor analiza cu mai mult? exigen?? capacitatea clien?ilor de returnare a

banilor, ceea ce inseamn? c? perioada de acordare a „undei verde“ pentru un

credit se va prelungi. Mai mult, b?ncile trebuie s? calculeze gradul de

indatorare la creditele acordate popula?iei pe baza unor venituri cu cel mult

20% mai mari decat cele declarate la Fisc in anul anterior.

 

Astfel, se cer mai multe acte la dosar,

precum fi?a fiscal?. Totodat?, cand vor calcula creditul maxim ce poate fi

contractat de un client, b?ncile vor ?ine cont de cre?terile de dobanzi din

ultimele 18 luni, de deprecierea leului in cazul creditelor in valut? ?i de

nivelul maxim al comisioanelor ?i al celorlalte costuri ale imprumutului

prev?zute in contract.

 

Pe deasupra, clien?ii vor fi mai bine

informa?i, deoarece contractul incheiat cu banca va trebui s? releve ?i cat de

sus ar putea ajunge costurile creditului. Mai mult, b?ncile vor fi obligate s?

se asigure c?, de-a lungul intregii perioade de rambursare a unui imprumut,

rata clientului nu dep?- ?e?te gradul de indatorare in care se incadreaz?.

 

De exemplu, dac? o persoan? are la

acordarea imprumutului o rat? lunar? de 400 de lei, de?i veniturile ii

permiteau un grad de indatorare de cel mult 500 de lei, banca va fi obligat? s?

urm? reasc?, in cazul modific?rii condi- ?iilor de creditare, ca suma lunar? de

plat? s? nu fie majorat? cu mai mult de 100 de lei.

 

S?pt?mana trecut?, ?i Comisia European?

(CE) a propus noi norme care vizeaz? b?ncile comunitare. Institu?ia urm?re?te

reducerea expunerii la risc a acestora ?i inte?irea supravegherii b?ncilor care

opereaz? peste frontierele Uniunii Europene.

 

Mai pu?ini bani la acela?i salariu

 

Conform unei analize realizate de revista

„Capital“, un client cu venituri nete lunare de 2.500 de lei poate ob?ine pan?

la intrarea in vigoare a noilor norme un credit maxim de 57.250 de euro. Dup?

ce noile reguli vor intra in vigoare, la acela?i venit, acela?i client va putea

contracta un credit maxim de 43.250 de euro.

 

Mai mult, conform unei analize efectuate de

firma de brokeraj bancar Kiwi Finance, valoarea creditelor ipotecare ce pot fi

accesate de o persoan? fizic? ar putea sc?dea in unele cazuri cu pan? la 30%,

in func?ie de moned?, dup? aplicarea noilor norme impuse de BNR.

Case in func?ie de buzunar

 

Firma Kiwi Finance, liderul pie?ei de

brokeraj bancar din Romania, a f?cut o analiz? in care arat? ce locuin?e i?i

vor permite diferite categorii sociale (prin intermediul creditelor ipotecare),

dup? aplicarea noilor norme BNR. Astfel, familiile tinere, cu varsta cuprins?

intre 25-30 de ani, cu un venit mediu lunar pe familie de 700 de euro ?i f?r?

copii, i?i vor permite o prim? locuin?? - un apartament intr-un bloc vechi,

zon? semicentral?, 2 sau 3 camere (60-70 mp) - la un pre? de 700-800 euro/mp.

Familiile din clasa medie ?i peste, cu varsta intre 30-35 de ani, cu un venit

mediu lunar pe familie cuprins intre 1000-1200 de euro, cu 1-2 copii, vor putea

accesa credite pentru o prim? locuin?? sau schimbarea uneia existente - in

blocuri vechi, zone centrale sau blocuri noi, zone semicentrale sau limitrofe,

cu 3-4 camere (80-100 mp) - la un pre? de 1.000-1.200 euro/mp.
